Economy of Victim Support Finland
The main funders of Victim Support Finland are the Ministry of Justice and the Funding Centre for Social Welfare and Health Organisations (STEA), which manages the gaming revenue of Veikkaus Oy. The basic funding level for RIKU in 2025 is 4.735 million euros. Additionally, the Finnish Parliament granted an extra 150,000 euros for supporting victims of domestic violence and continuing the witness support services.
Since December 1, 2016, offenders have been required to pay a victim surcharge. This fee strengthens state funding allocated to victim support services. Read more about the victim surcharge.
RIKU’s regional offices also acquire local funding from, for example, welfare regions. In addition to its basic operations, RIKU receives funding for specialised support services for victims of human trafficking and for various projects from, among others, STEA and the EU.

In 2023, 73% of RIKU’s basic funding was used for personnel costs. The portion of regional activities was 81% of the total funding.
