Economy of Victim Support Finland

The main funder of Victim Support Finland is the Ministry of Justice. In 2026, the government grant for general victim support services amounts to 5 million euros. The specialised support service for victims of human trafficking is funded by the Funding Centre for Social Welfare and Health Organisations (STEA) and the Ministry of Justice. RIKU’s regional offices also acquire local funding, for example from wellbeing services counties. Project funding has been received from the Ministry of Justice and the European Union.

Since 1 December 2016, offenders have been required to pay a victim surcharge. This fee strengthens state funding allocated to victim support services. Read more about the victim surcharge.

RIKU’s national coordination organisation is MIELI Mental Health Finland. Funding at the national level is applied for and administered through MIELI Mental Health Finland. Victim Support Finland’s financial information can also be found in MIELI Mental Health Finland’s financial statements.

In 2023, 73% of RIKU’s basic funding was used for personnel costs. The share of regional activities accounted for 81% of the total funding.
